As part of its ongoing efforts to regularize workforce conditions and ensure the rights of individuals and employers, The Sultanate of Oman has announced waivers and financial settlements for the following:
i) Cancellation of all fines and financial dues owed to the Ministry for expired labour cards that have remained inactive for over seven calendar years
ii) Cancellation of labour cards that have remained unused for a period exceeding ten years, provided their holders have not requested any related services.
iii) Waiver of financial obligations recorded against liquidated companies, provided that workers are either repatriated or their services are transferred.
iv) Announcement of a grace period to regularize the status of workers and employer.
Those who wish to avail benefit of this announcement can follow:
Step1: Registration with Ministry of Labour:
Registration can be done by self, through Sanad offices and with Embassy of India’s assistance.

Step 2: Awaiting approval and applying for valid travel document:
a) After submitting the application electronically, the system sends the submitted application to both the Royal Oman Police and the Public Prosecution Office for review and auditing purpose, and also the application details of those who wishing to leave will be published on the website of the Ministry, after approval and completion of 10 days of submitting the application.
b) In case the concerned does not have a valid travel document (passport not with self-custody, expired etc.), may approach BLS for issue of Emergency Certificate.
Step 3 : Final departure formalities:
Once the clearance from Ministry of Labour is received, the applicant should visit the Ministry of Labor office at the airport ( at least 7 hours before the travel time) with the following documents:
- Valid travel document (passport or emergency certificate)
- Travel tickets, with confirmed reservations
